Ottawa city council unanimously voted in favour of fully implementing Plasco's waste-to-energy gasification system Wednesday, but there was a catch the Rod Bryden-led company must first prove its technology works, and pass city environmental approval.
Plasco has already offered to build a $125-million, fully-functional facility to process a significant share of Ottawa's garbage. That would be in lieu of a new landfill, which city estimates have pegged at a potential cost of around $150 million.
The company to be paid around $8 million per year for processing non-recyclable residential garbage has operated a pilot project at the city's Trail Road facility since early this year, to initial success. Construction on that plant started in September of 2006.
The City of Ottawa, a partner with the company, would receive royalties of up to $3.5 million per year should Plasco's plants be sold to and operated by other cities or countries.
